OFFICIAL DEPLOYMENT OF MOBILE WORKSHOPS
During an official opening ceremony, Jawaby Services and Investment Limited (JSIL) announced the successful operational readiness of Libya’s first fully integrated mobile maintenance workshop fleet, developed in strategic partnership with Oil Petroleum Engineering Consultants Limited (OPCEL).
Jawaby Services & Investment Ltd (JSIL) and Oil Petroleum Engineering Consultants Ltd. (OPCEL) have formally entered into a joint venture agreement for the deployment of four Integrity Mobile Workshops for oil field maintenance in Libya, to support the National Oil Corporation’s operating companies in maintaining oilfield equipment, pipelines, and remote locations. Under the agreement, the mobile workshops have been fully provided and commissioned by OPCEL, and are now ready for deployment, with ownership to be transferred to JSIL upon completion of the contract period.

Team Structure
Specialists include, but are not limited to, mechanics, electricians, welders/fabricators, and equipment technicians. Expertise in welding, fabrication, and preventive and corrective maintenance.
The opening highlighted the joint venture’s practical readiness to deliver preventive maintenance, corrective maintenance, emergency intervention, and asset rehabilitation services directly at production sites, with the objective of ensuring faster maintenance response, improved asset integrity, and higher operational reliability throughout Libya’s oil and gas sector.
Commenting on this milestone, the Executive Manager of Jawaby Services and Investment Limited, Dr. Ahmed Elbadri, stated that this initiative comes in harmony with the positive national momentum led by the Government of National Unity under the guidance of the Prime Minister, and in direct support of the plans and efforts of the National Oil Corporation aimed at increasing national crude production, reducing operational bottlenecks, and strengthening technical readiness throughout Libya’s oil fields.



The Executive Manager of JSIL emphasized that the Government’s support for productive service sector initiatives, together with the National Oil Corporation’s orientation toward operational efficiency and maintenance acceleration, has created a supportive environment for national companies to invest in industrial solutions that serve Libya’s interests. He further noted that this initiative reflects the National Oil Corporation’s ongoing commitment to strengthening cooperation with the local private sector and fostering a favorable investment environment, as emphasized by Mr. Masoud Suleman, Chairman of the Board of the National Oil Corporation, in support of expanding private sector participation and maximizing the value of national resources.
“The launch of these mobile workshops is not simply the addition of maintenance vehicles,” the Executive Manager of JSIL said. “It is the introduction of a new engineering response capability designed to move rapidly to production sites, execute immediate intervention, reduce downtime, protect production continuity, and provide preventive and corrective maintenance support.”
The Executive Manager of JSIL further explained that the mobile workshop fleet is fully equipped with servicing units, generators, welding facilities, maintenance systems, testing devices, field diagnostic instruments, and repair technology, operated by qualified oil and gas personnel with experience in shutdown support, field maintenance, asset rehabilitation, and emergency response services.



According to the Executive Manager of JSIL, the value of this project lies in its ability to shorten maintenance turnaround time, reduce delays, minimize shutdown losses, strengthen equipment reliability, and provide technical support directly at remote field locations and pipelines, thereby contributing to preventive maintenance, corrective maintenance, and sustained production.
He expressed appreciation to the Prime Minister of the Government of National Unity and the National Oil Corporation for their support. He also extended thanks to the Board of Directors of the National Oil Corporation, the General Assembly of JSIL, Mediterranean Oil Services Holding Company, and the Board of Directors of JSIL, as well as to the Misrata Free Zone Authority for their cooperation.

The Executive Manager of JSIL concluded by confirming that the mobile workshop fleet is fully ready for deployment to operating companies and production locations across Libya. Jawaby Services and Investment Limited, together with Oil Petroleum Engineering Consultants Limited, remains committed to supporting production, reducing downtime, and maintaining asset integrity.
