VALVE MAINTENANCE INITIATIVE ANNOUNCEMENT
In collaboration with Oil Petroleum Engineering Consultants Limited (OPCEL), a temporary valve repair workshop has been established and is currently operational in Tripoli. The This facility has been implemented and is being operated by OPCEL, with Jawaby Services & Investment Ltd (JSIL) engaged in coordination with OPCEL as part of the initial phase of a broader national initiative. The opening ceremony was attended by Mr. Yusif Taleb, Libya Company Manager of Jawaby Services and Investment Limited (JSIL).

This temporary setup will remain in operation until the full-scale permanent valve and actuator maintenance facility is developed within the Misrata Free Zone
Jawaby Services and Investment Limited (JSIL) announced the launch of a national initiative for the development of Libya’s first specialized valve maintenance and rehabilitation platform, in strategic cooperation with Oil Petroleum Engineering Consultants Limited, aimed at supporting production growth and strengthening long-term operational reliability across Libya’s oil and gas sector.
The initiative aligns with the direction of the Government and the plans of the National Oil Corporation to optimize national resources, reduce operating expenditure, minimize maintenance delays, and enhance the durability and readiness of critical production assets.
The Libyan oil sector has long faced technical and financial challenges due to reliance on overseas valve repair services, delays in spare parts availability, and extended maintenance cycles, which in some cases have significantly impacted production timelines.
This initiative aims to address these challenges by localizing specialized maintenance capability within Libya, enabling faster intervention, reducing repair costs, shortening shutdown periods, and strengthening control over critical production assets.



Immediate valve maintenance activities are already underway through the operational temporary workshop in Tripoli, representing the first execution phase of the program.
In parallel, JSIL is progressing with the development of the main permanent Valve Maintenance Center within the Misrata Free Zone, where a fully integrated industrial platform will be developed to include advanced valve repair lines, actuator servicing capability, machining services, pressure testing facilities, digital maintenance systems, spare parts warehousing, and long-term technical support infrastructure.
To strengthen the technical capabilities of the initiative, an international technical partner will join the joint venture alongside Jawaby Services and Investment Limited (JSIL) and Oil Petroleum Engineering Consultants Limited (OPCEL), contributing specialized engineering expertise, access to OEM-level spare parts, and established global inventory support, ensuring that maintenance activities are carried out in accordance with international standards while maintaining performance reliability and quality assurance.
The strategic value of this initiative extends beyond maintenance services, with expected impact including reduced operating costs, minimized production downtime, improved valve lifecycle management, faster maintenance turnaround, and stronger support for national production objectives.


The Executive Manager of Jawaby Services and Investment Limited (JSIL), Dr. Ahmed Elbadri, expressed his sincere appreciation to the Prime Minister of the Government of National Unity and the National Oil Corporation for their continued support. He also extended his gratitude to the Board of Directors of the National Oil Corporation, the General Assembly of JSIL, Mediterranean Oil Services Holding Company, and the Board of Directors of JSIL for their continued support and strategic guidance, as well as to the Misrata Free Zone Authority for their cooperation.
