Jawaby Sulzer Services becomes the first international rotating equipment service provider in Libya through a joint venture between Jawaby Services & Investment Ltd and Sulzer
LONDON, UNITED KINGDOM – 16 April 2026
Jawaby Services & Investment Ltd (JSIL) and Sulzer have formally signed a joint venture agreement to establish Jawaby Sulzer Services, a new in-country turbomachinery service provider in Libya.
The agreement was signed by Dr. Ahmed Ibrahim ElBadri, Executive Manager of JSIL, and Mr. Alex Myers, President of Sulzer Middle East, marking a significant step in strengthening local industrial service capabilities for Libya’s oil, gas and power generation sectors.
The joint venture will establish a turbomachinery service facility in the Misrata Free Zone, the first facility of its kind in Libya, providing in-country maintenance, repair and technical services for critical rotating equipment. The facility aims to reduce reliance on overseas servicing, shorten turnaround times and improve equipment availability for energy operators.
Until now, many operators in Libya have relied on international facilities for the overhaul and repair of critical rotating equipment, often resulting in extended lead times and increased logistical complexity. Establishing in-country service capability represents an important step toward strengthening operational resilience and supporting the development of a more robust industrial services ecosystem for the energy sector.
Commenting on the signing, Dr. Ahmed Ibrahim ElBadri, Executive Manager of JSIL, said:
“This partnership brings together JSIL’s strong local presence and Sulzer’s global expertise to deliver reliable, high-quality turbomachinery services inside Libya. It directly supports localisation, skills development and improved equipment reliability across the energy sector.
I extend my gratitude to His Excellency the Prime Minister for his unlimited support in making this work a success, and I also thank the Board of Directors of the National Oil Corporation, the General Assembly of JSIL, Mediterranean Oil Services Holding Company, and the Board of Directors of JSIL for their continued support, as well as the Misrata Free Zone Authority for their support and cooperation.
Today, we are not just signing a document. We are starting a long-term partnership built on trust, capacity and shared success.”
The joint venture also supports the vision of Libya’s National Oil Corporation to increase national oil production to two million barrels per day by 2030, by improving asset availability and operational efficiency.
Due to become operational in the second half of 2026, as referenced in this announcement, the Jawaby Sulzer Service Centre is expected to represent a significant addition to Libya’s in-country rotating equipment service infrastructure, combining international technical standards with local delivery.
JSIL will have the potential to establish itself as a reliable partner for the oil and gas industry, providing a wide range of land-based facilities and operational support, helping attract major suppliers, original equipment manufacturers and service providers.
In parallel, Jawaby intends to evaluate opportunities for additional service hubs and support centres across Libya, subject to market demand and investment decisions, with the objective of further strengthening national capability while reducing logistics complexity and turnaround times for operators. This may also include the development of future service capabilities such as valve and actuator repair projects to further support the operational needs of Libya’s energy sector.
